Analyzes and evaluates major system project requirements of considerable complexity requiring a thorough understanding of all parameters affecting and interfacing with the system.   Prepares charts and diagrams in relationship to problem analysis and submits recommendations for solutions.  Analyzes alternative means of deriving input data to select the most accurate, feasible and economical methods.  Defines input and output file specifications, including file organization.  Prepares detailed program specifications and flowcharts, and coordinates the system's installation with the user department, ensuring satisfactory results.  Formulates logical statements of user requirements and develops solutions through application of systems and methods engineering and techniques.  May provide work leadership to lower level employees. 

 Key Role:
Help to ensure messaging systems meet the IC agency, Program Management Office (PMO), and Information Transport Service (ITS) PMO requirements. Install and configure DoDIIS messaging systems. Create and review test plans and scripts, conduct testing, and work with the vendor to resolve testing issues. Provide additional technical support during integration and accreditation events. Identifies opportunities for system enhancement to increase performance and resiliency.
 
Basic Qualifications:
-Experience with Solaris 10 and 11
-Knowledge of TCP/IP, FDMP, EVCP, SMTP, and JMS protocols
-Knowledge of service management principles, including change management and configuration management
-Knowledge of the systems development process
-Ability to work independently and with a team as a member or a team leader
-TS/SCI clearance with a polygraph prior to start
-AA/AS degree and 8+ years of experience with IT systems administration and engineering, including responsibilities related to maintaining high systems availability and secure systems posture, such as patching and maintenance, or BA/BS degree and 6+ years of experience with IT systems administration and engineering
-DoD 8570 baseline security certification, including Security+, CASP, and CISSP prior to starting on program
 
Additional Qualifications:
-Experience with UNIX, Linux (Red Hat or CentOS), or Solaris 10/11
-Experience with SMART.neXT messaging platform
-Experience with Microsoft Windows server 2012 or higher
-Experience with XML, Java, or other scripting languages
-Experience with using testing tools
-Experience with defense messaging systems, including SMART.neXT v. 5.x or higher
-Knowledge of messaging formats, including DOI–103, JANAP 128, and ITS XML
-Possession of excellent technical writing skills
-Possession of excellent oral and written communication skills
-Oracle Certified Associate or Oracle Certified Professional, Solaris 11
-BA or BS degree preferred
