Senior Data Engineer / Data SME in support of DIA's CDO Data Management Program

We are seeking a highly motivated Senior Data Engineer with subject matter expertise to establish, produce, and draft data-focused business processes, policies, standards, strategic communications, training, and procedures related to functions assigned to the Chief Data Officer (CDO) in the area of data flows for the IC. The successful candidate will perform on a team of IT professionals, provide technical expertise, and develop and assist the Government with establishing and re-engineering data flows from point of acquisition to multiple point of use concentrating on the standards, processes, and development of data products, pedigree, and lineage.
 
Responsibilities will include, but not be limited to:
•Provide expertise in engineering data flow solutions for secure information systems
•Determine and document the “as-is” state
•Document and socialize the “to-be” state
•Support and execute the transition to the “to-be” state
•Produce strategic communications (briefings, white papers, memos, etc.) that target senior Government leadership from across the DIE, DoD, and IC
•Diagnose and resolve complex performance, security, and/or technical challenges
•Create business processes and applicable documentation to support re-engineered data flows
•Apply advanced technical principles, techniques, and concepts to perform assessments and analyses of system interfaces
•Collaborate with other technical SMEs to identify data flow issues and develop solutions for remediation
•Document required changes and additions to trainings to facilitate the re-engineered data flows
•Provide input to enterprise data strategy implementation plans as it relates to new processes and procedures
 
Job Requirements:
•Experience in Enterprise Architecture, micro services architectures, XML, JSON, SSL, PKI, Linux, Windows Server, message queue, data ingest, transformation, loading and aggregation techniques and software.
•Experience with strategic communications
•Experience in translating strategic plans into business processes, policies, standards, and procedures
•Understanding of processes involved with collection, reporting, records retention, and use of the data and customer base
•DoD 8570 IAT Level I Certification
Education and Experience Required:
Requires Master’s degree in a field related to intelligence or Data Science with at least 10 years of applicable experience. A Master’s degree may be replaced with a Bachelor’s degree and at least 10 years of IC experience in the specific discipline of data management or engineering.
Clearance Required:
Must be a U.S. Citizen and possess a current and active Top Secret clearance with SCI access and CI Polygraph granted by the Department of Defense or an Intelligence Community agency (if CI Poly is not available then candidate may not work until CI Poly is complete)
