A Federal Services information technology (IT) customer, specifically the contracting operations division, requires responsive acquisition support that shortens the acquisition lifecycle to align with the pace of technology change. SoundWay is seeking is seeking a highly motivated Acquisition Support SME.
The candidate is expected to:
* Analyzes projects requirements from inception to closeout and develops solutions to agency's needs.
* Responsible for business improvement services in life cycle administration and management of contracts, contract negations; proposal guidance, preparation and management assistance.
* Duties include, but are not limited to, market analysis, purchase justifications, material lifecycle plans, bills of material, cost estimates, as well as product and service oriented draft statements of work.
* Provides services to coordinate and support development of customer needs statements, Requests for Information (RFis) and Requests for Quotes (RFQs ).
* Coordinates, reviews, and presents vendor responses to RFis, RFQs and service requests, and acquisition planning. Prepares Request for Proposals (RFP)/Invitation for Bids (IFB) preparation guidance, market research/ analysis, and selection and administration of terms and conditions.
* Prepare contact awards and modifications for Contracting Officer signature.
* Performs initial cost and price analysis on proposals received. Supports the Contracting Officer (CO) during the source selection process.
* Drafts contract negotiation memoranda and contract modifications for CO.
* Support the CO in documenting evaluation of performance, contract termination and contract closeout.
* Create/Maintain Contract file folders, prepare solicitation documentation, and review proposals for compliance. contract modifications.

Candidate must possess specific industry experience with the acquisition lifecycle and associated best practices. Experience supporting and developing government procurements. Possess knowledge of the organization and contents of the Federal Acquisition Regulation (FAR), Defense FAR (DFAR), agency specific regulations, and be current and knowledgeable of acquisition streamlining initiatives and reforms. Strong understanding of the uses of the various acquisition approaches and is able to formulate documentation for the various approaches. Demonstrates good organization and writing skills and ability to work with customers.

Experience Level II or Level III DAWIA or FAC-C certification in he field of contracting or its equivalent is desired. Ability to multi­task and set priorities within a team environment. Excellent oral and verbal communication skills. Knowledge of Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS) and acquisition planning. Expertise with using Microsoft tools (Outlook, Excel, Word, and PowerPoint).

Education requirements:
BS + 8 Must have at least eight (8) years of specialized experience in the acquisition field and a Bachelor's degree or equivalent training and/or experience
